CALIFORNIA DREAM ACT

Signed into law in October 2001, California Assembly Bill 540 (AB 540) is a bill that provides an exemption to pay non-resident tuition for students who have attended high school in California and received a high school diploma or its equivalent. Students must meet the specific requirements in order to be exempt from paying non-resident tuition.

The California Dream Act is the result of two bills that were passed in 2011 and allow AB540 students to apply for and receive several types of financial aid, including:

  • Fee Waivers
  • State financial aid such as Cal Grants, Full-time Student Success Grant (FTSSG), CA College Completion Grant (CCCG) and Chafee Grants
  • Assistance from EOP&S and CalWorks
  • Institutionally-funded scholarships

California Dream Act Application for Financial Aid
Completion of the California Dream Act application is required to determine eligibility for California student financial aid for AB540 eligible students only. Your application will be processed by the California Student Aid Commission (CSAC). The California Dream Act Application is not an application for Federal financial aid. Students who are eligible to file the Free Application for Federal Student Aid, must use it to maximum their opportunity to receive student financial aid.
Do not complete the California Dream Act application if you are eligible to complete the FAFSA.
